Article 230 of the 1866 Consular Regulations provides that every application submitted to the consul giving rise to proceedings be recorded in a special register by the chancellery officer.

This column-based register must contain:

  • name, surname and residence of the applicant;
    • name, surname and residence of the opposing party;
    • subject or nature of the application or act;
    • date of submission;
    • supporting documents;
    • measures issued by the consul;
    • date and method of notification;
    • subsequent measures.

For civil proceedings, only one index/register has so far been located.
